Job Description:
The Passaic Valley Sewerage Commission (PVSC), a large
publicly-owned wastewater treatment facility located in Newark, New
Jersey, is currently seeking a Chief Maintenance Engineer. Created
in 1902, PVSC is the 5th largest facility of its kind in the United
States, directly serving approximately 1.5 million residents in 48
municipalities located in Bergen, Essex, Hudson, Passaic and Union
Counties. The 140-acre plant is designed to treat an average of 330
million gallons per day ("mgd") of wastewater, with an annual
average flow of approximately 241 mgd.

Position Description: The Chief Maintenance Engineer will be
responsible for overseeing capital work projects pertaining to the
wastewater treatment infrastructure. This will include coordinating
maintenance planning activities and major repairs to ensure
equipment availability, as well as evaluating and recommending
changes to improve equipment safety, reliability, performance and
operating costs. Additional responsibilities will include improving
organizational capabilities, optimizing processes, and providing
engineering services within the maintenance area for field and
project work.
Knowledge, Skills and Abilities: Must have a solid understanding of
the methods and techniques applicable to work involving the repair
and maintenance of various structures, motors, machinery and other
mechanical equipment. Must be able to plan, organize and coordinate
a preventive maintenance program, as well as oversee the work
performed by various subordinate units. Must have knowledge of the
materials needed, and the procedures and methods used in
inspecting, analyzing and determining major repair, construction
and maintenance work. The ability to prepare clear, sound, accurate
and informative reports containing findings, conclusions and
recommendations is required, as is the ability to manage multiple
projects which include inter-departmental coordination. Must be
skilled in the interpretation and evaluation of blueprints,
drawings and specifications of technical data, as well as possess
general knowledge of a wastewater treatment plant or continuous
process technology. Must be able to read, write, speak and
understand English sufficiently to perform the duties of this
position, including the planning, organizing, and assigning of work
to subordinates.
Education: Bachelor's degree from an accredited college or
university with a major course of study in Mechanical, Civil or
related Engineering discipline.
Experience: Minimum of twelve (12) years of work-related experience
preparing design construction documents in a multi-disciplined
engineering environment while demonstrating a progressive increase
in responsibility and technical difficulty of work. Must have a
minimum of five (5) years of experience in project management with
a proven ability to lead people and ensure contractor/maintenance
staff work conforms with the conceptual design of the contract
specifications.
License and Certifications: Must possess a valid New Jersey
Driver's License. Completion of OSHA Ten (10) Hour General Industry
Safety and Health Training.
Physical Demands: Ability to perform the essential functions of the
position with or without a reasonable accommodation to ensure the
health and safety of oneself or others is maintained. To perform
the essential functions of this position the employee must be able
to: sit, stand, walk, stoop, climb, kneel, lift up to 50 lbs.,
carry, reach, push, pull, use a keyboard, minor use of tools,
manual dexterity, work in confined spaces, visual acuity, hearing
and speaking.
Working Conditions: Workers are employed in conditions associated
with a wastewater treatment plant and sewer collection system and
may be required to work both indoors and outdoors.
